Policies for Transfer Students
Types of Transfer Credit Accepted by Concordia University
Concordia University’s transfer credit policies:
- Concordia University will accept transfer units completed at undergraduate, degree granting, US institutions fully accredited by one of the regional accrediting bodies. Concordia will also accept units from international institutions that are formally recognized by their country’s ministry of education. The transcript(s) must be evaluated (course by course transcript evaluation) by a NACES approved evaluation agency.
- Concordia accepts the following General Education certifications to fulfill most of the university’s Q& I general education requirements:
- Intersegmental General Education Transfer Curriculum (IGETC)
- California State University (CSU) General Education Breadth requirements
- California General Education Transfer Curriculum (Cal-GETC)
- Associate Degree for Transfer (ADT)
- Associate of Arts (AA) and the Associate of Science (AS) degrees that meet the Cal-GETC requirements or CSU General Education Breadth requirements for degrees completed prior to Fall 2025.
- Course requirements for the IGETC, CSU General Education Breadth, Cal-GETC, ADT, comparable transfer certifications, and the AA and AS degrees must be completed prior to matriculating to Concordia. Official certifications and degrees must be submitted upon completion of all required courses. Deadlines to submit verification or a petition for verification to Concordia are October 15 for fall semester and March 15 for the spring semester of the academic year a student matriculates to Concordia. Upon verification, Concordia’s general education requirements are waived except for the required Enduring Questions & Ideas core courses (CPHI 200 and CTHL 200) and theology courses.
- A total of ninety (90) semester units are allowed for students, of which a maximum of seventy (70) semester units may be transferred from a regionally accredited community college. Concordia will accept grades of C- or better. Within the 90, up to fifteen (15) semester units of (P) Pass, (CR) Credit or (S) Satisfactory grades will be accepted if it is equivalent to C- or higher grade.
- Only courses with a grade of C- or higher will apply towards the student’s general education, major or elective credit.
- Within the 90 and 70 semester units, only thirty (30) non-accredited, credit by exam (AP, CLEP, IB, DSST), and/or military credits may be transferred. Military credits are accepted for elective credit only unless approval is obtained by the appropriate department chair or dean.
- To receive credit for AP, IB, CLEP or DSST, official scores must meet the minimum score requirement and be submitted to the Office of the Registrar prior to the beginning of the student’s final semester.
- Non-accredited transfer courses are those that come from institutions that are not accredited by a regional accrediting body and only accepted if taken before a student matriculate to Concordia.
- Non-accredited transfer courses may not be applied to major or minor requirements.
- Non-accredited transfer courses may be applied to Q&I general education requirements and elective credit if approved by the appropriate department chair or dean.
Policies for International Students
Withdrawing, Canceling, or Dismissal from Concordia
Before you take action to withdraw or cancel your enrollment or if you are dismissed from Concordia University Irvine, you must inform a PDSO of this change to your student program immediately. We recommend that you schedule an appointment with a PDSO. We recommend that undergraduate students meet with their academic counselor and graduate students speak with their advisor before taking steps to cancel or withdraw to learn about the consequences for fee payment and readmission.
Withdrawal and Cancellations
It is important that all F-1 students receive approval from the PDSO prior to a withdrawal or cancellation. All enrollment information is reported in SEVIS, if the PDSO is not aware of your plans, your SEVIS record will be terminated for “non enrollment”, and you may lose your lawful F-1 status including F-1 employment eligibility and benefits.
If a PDSO is informed prior to your withdrawal, we may be able to provide you with a 15-day grace period during which time you would be able to stay lawfully in the U.S. and prepare for departure. If the PDSO is not informed prior to the withdrawal, cancellation, or dismissal, there is no grace period. Your SEVIS record is terminated and you will lose your lawful F-1 status. In this case, you must depart the U.S. immediately.

Academic Probation and Dismissals
During your first quarter of academic probation, you are strongly encouraged to meet with a PDSO to discuss and establish a backup plan to avoid status issues in the future. Students who are dismissed from Concordia University Irvine may lose their lawful F-1 status. To maintain status, students who may be dismissed must work with the PDSO to identify a new institution to transfer their I-20 prior to the effective dismissal date.
Policies for Active-Duty Military and Veterans
Active Duty and Deployment Policies
Seeking Withdrawal, Refund of Payments, and Readmission:
This section describes the way in which students in the following scenarios may seek tuition relief, refund of payments, and readmission. (1) Active Duty students that receive deployment or Permanent Change of Station (PCS) orders, (2) Students in the Reserves and National Guard that are called to active duty during a time of state/national emergency or deployment, and to include (3) the spouse of the above. In these situations, sudden withdrawal or prolonged absence from Concordia University Irvine may occur.
Service members or spouses of servicemembers who are unable to complete a term due to military orders (including but not limited to deployment orders, activation, PCS, etc) may withdraw from a program and receive a full refund of mandatory fees and tuition for the term affected.
Student Responsibilities:
Students intending to withdraw without penalties must provide the Director of the SSG Matthew Thompson Veterans Resource Center ([email protected] and 949-214-3129) and the student’s Program Adviser written notice of intent to withdraw and a copy of the subject military orders. Notice should be provided no fewer than 30 days in advance of planned withdrawal. At the point when the student will no longer be attending class, the appropriate drop/withdrawal form must be completed and submitted to the Office of the Registrar. Students who must withdraw outside of the withdrawal period due to military orders may make arrangements with the registrar to override punitive grades.
Students intending not to withdraw but still require a modified schedule can make arrangements with their instructors with guidance from the Deans for final course grades or for incompletes. If such arrangements are made, the student’s registration shall remain intact and tuition and mandatory fees shall be assessed for the courses in full.

Readmission:
Re-enrollment after your release from Active Duty or Deployment is handled through either Undergraduate or Graduate Admissions. Your readmit application fee will be waived. The Director of the SSG Matthew Thompson Veterans Resource Center will be your liaison to help you through this process so you can continue your academic program.
Compliance With Veterans Benefits and Transition Act of 2018, Section 2679e
(e) (1) (A) Any student utilizing either the Chapter 31 Vocational Rehabilitation & Employment GI Bill ® or the Chapter 33 Post 9/11 GI Bill ® are covered under this law at Concordia University Irvine. Specifically, students that provide a VA Form 22-1905 (with a date range covering their current term) from their Chapter 31 VR&E counselor and students that we can verify their Chapter 33 Post 9/11 entitlement with the VA are covered under this law. These students will be permitted to attend and participate in the course of education while we wait for the tuition and fees to arrive from the VA. Students living on campus will still need to create a payment plan with our BURSAR to cover their room and board, since their BAH is sent directly to the student and not the institution.
(e) (1) (B) Students that provide a VA Form 22-1905 (with a date range covering their current term) from their Chapter 31 VR&E counselor and students that we can verify their Chapter 33 Post 9/11 entitlement with the VA will not be imposed penalties, including the assessment of late fees, the denial of access to classes, libraries, or other institutional facilities, or the requirement that a covered individual borrow additional funds, on any covered individual because of the individual’s inability to meet his or her financial obligations to the institution due to the delayed disbursement of a payment to be provided by the Secretary under chapter 31 or 33 of this title. Upon certification of the student’s attendance on VA Once, the School Certifying Official will remove the BURSAR Hold in our database and replace it with a VA Hold that notifies the Bursar that we are expecting VA monies to arrive. The VA Hold will allow students to add and drop classes and acts as a place holder for the VA monies.
All students that wish to have Concordia University Irvine certify their attendance to the VA under any GI Bill ® must complete the Certification Request Form.
(e)(1) Notwithstanding any other provision of this chapter, beginning on August 1, 2019, a State approving agency, or the Secretary when acting in the role of the State approving agency, shall disapprove a course of education provided by an educational institution that has in effect a policy that is inconsistent with any of the following:
- (A) A policy that permits any covered individual to attend or participate in the course of education during the period beginning on the date on which the individual provides to the educational institution a certificate of eligibility for entitlement to educational assistance under chapter 31 or 33 of this title and ending on the earlier of the following dates:
- (i) The date on which the Secretary provides payment for such course of education to such institution.
- (ii) The date that is 90 days after the date on which the educational institution certifies for tuition and fees following receipt from the student such certificate of eligibility.
- (B) A policy that ensures that the educational institution will not impose any penalty, including the assessment of late fees, the denial of access to classes, libraries, or other institutional facilities, or the requirement that a covered individual borrow additional funds, on any covered individual because of the individual’s inability to meet his or her financial obligations to the institution due to the delayed disbursement of a payment to be provided by the Secretary under chapter 31 or 33 of this title.
(2) For purposes of this subsection, a covered individual is any individual who is entitled to educational assistance under chapter 31 or 33 of this title.
(3) The Secretary may waive such requirements of paragraph (1) as the Secretary considers appropriate.
(4) It shall not be inconsistent with a policy described in paragraph (1) for an educational institution to require a covered individual to take the following additional actions:
- (A) Submit a certificate of eligibility for entitlement to educational assistance not later than the first day of a course of education for which the individual has indicated the individual wishes to use the individual’s entitlement to educational assistance.
- (B) Submit a written request to use such entitlement.
- (C) Provide additional information necessary to the proper certification of enrollment by the educational institution.
Military/Veteran Credit Policies
