Critical Incident Guidelines - Active Shooter on Campus:

The potential for someone using a firearm on a college campus is always a possibility that must be on our minds at all times. Although we do not want something like this to occur on our campus, we do need to plan ahead and be as prepared as possible. In case of a situation where there is an active shooter on the campus, or other violent attack, you need to follow these guidelines:

WHEN A SHOOTING OCCURS

  • Call 911 right away. Identify your college and exact location. Try to remain calm and answer the police operator's questions. The operators are trained to obtain the necessary information for a proper emergency response.
  • Instruct students and staff to drop to the ground immediately and face down as flat as possible. If within 15-20 feet of a safe place or cover, duck and run to it.
  • Move or crawl away from gunfire trying to utilize any obstructions between you and the gunfire. Remember that many objects of cover may conceal you from sight, but may not be bulletproof.
  • When you reach a place of relative safety, stay down and do not move. DO NOT peek or raise your head in an effort to see what may be happening.
  • Wait and listen for directions from the police.

IF THE SUSPECT IS OUTSIDE YOUR CLASSROOM

  • Duck and cover. Keep students inside the classrooms and down on the floor. Move behind available cover inside the classroom.
  • Close and lock the outside door to the classroom if possible. Close the blinds, turn off the lights and stay on the floor. DO NOT peek out the door or windows to see what may be happening.
  • Barricade the doors into the classroom with furniture if it can be done quickly and safety.
OFFICE PERSONNEL

  • In response to a report of a shooting from a classroom or other area of the campus, have all persons in the office duck and cover onto the floor or behind protective objects in the room. Make required emergency telephone calls to the police from your position.
  • Close and lock your office doors if the threat is anywhere near you.

POLICE RESPONSE

  • All Irvine Police personnel are trained to handle active shooter incidents. All patrol cars have a combination of lethal and non-lethal weapons.
  • Police officers will immediately form what is called a "Rapid Response Team" of at least 2 to 4 patrol officers to confront the active shooter, pending arrival of the "SWAT" team. The officers may bypass injured people in order to get to the active shooter as soon as possible to neutralize the threat.
  • The fire department will stage in a safe area and start to assist the injured.
  • If there is a barricaded situation, the "SWAT" team will take over active operations.
